0 seconds 720 Customs Deputy Collector Lourdes Mangaoang on Wednesday maintained that the magnetic lifters found in a warehouse in Cavite contained P6.8-billion worth of shabu, but admitted she based her conclusion only on her experience as a "seasoned investigator" and the testimonies made during the Senate inquiry into the matter.Mangaoang made the remark during the resumption of the joint House Committees on Dangerous Drugs and Good Government and Public Accountability on the continued inability of the Bureau of Customs (BOC) to prevent the large-scale smuggling of illegal substances in the country.During the hearing, Mangaoang refuted the testimony of Customs X-ray expert John Mar Morales that the magnetic lifters in Cavite did not contain anything.Morales said the X-ray images of the containers showed that the hollow part of the containers were not "dense.""Makikita natin na may equivalent density siya na parang hindi tumutugon na may laman yung loob," Morales said.But Mangaoang said that based on her assessment of the X-ray images, the magnetic lifters contained something.She went on to say that what was inside the containers were indeed shabu."As an image analyst and a seasoned investigator, as a collector of Customs, a lawyer, may laman na shabu [ang] magnetic lifters," Mangaoang said.Mangaoang noted, however, that plain analysis of the X-ray images cannot definitely show that the magnetic lifters contained shabu.She said she is basing her conclusion to her long experience as an x-ray inspector as well as the testimonies made during the Senate Blue Ribbon Committee on the matter.Mangaoang said she was a part of the BOC's X-ray inspection project from 2007 to 2013 and has attended several trainings abroad on X-ray inspection."On the basis of my other experience, ang sinasabi ko shabu ang laman niyan.
